Back to TopHanover Park Receives DUI Grant
Release Date:  August 13, 2010

The Hanover Park Police Department will participate in the Illinois Department of Transportation Division of Traffic Safety’s Impaired Driving National Enforcement Crackdown that begins August 20th and runs through September 6th.  The Hanover Park Police Department applied for and received a grant of $3,300 from the Illinois Department of Transportation’s Division of Traffic Safety to conduct two roving saturation patrol details during this time frame.  Funds from the grant will be used to pay for the officers who are assigned to the detail on both dates of the impaired driving saturation patrols.

The Hanover Park Police Department has in the past participated in the annual Labor Day “You Drink & Drive You Lose” Impaired driving crackdowns. but utilized overtime funds for the roving saturation patrol details from the department’s budget.

Officers assigned to the impaired driving saturation patrols will concentrate on locating impaired drivers.  A zero tolerance approach will be utilized and all impaired drivers will be arrested for driving under the influence.  The Hanover Park Police Department considers impaired driving enforcement as one of its daily priorities and applied for the grant so that additional officers can be assigned to the impaired driving crackdown to make the streets within the village safer for motorists during the Labor Day weekend.

The Hanover Park Police Department is committed to traffic safety and the impaired driving crackdown grant will enhance the department’s ability to get impaired drivers off the villages streets.

Dan McGhinnisOn Monday, August 9, 2010, the Village welcomed new Chief Information Officer, Daniel McGhinnis.

Dan McGhinnis was previously employed by the Village of Wheeling as Senior Information Systems Administrator. Formerly, he also worked at the Village of Carol Stream and Village of Lombard as IT professional. Daniel comes to the Village of Hanover Park with a wide breadth of experience in information technology in the public sector.

With an impressive education background, Mr. McGhinnis holds a Bachelor’s degree in Telecommunications Management and a Master’s degree in Business Administration with concentration in Information Systems. He also holds a collection of high level IT professional certifications: Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Systems Administrator (MCSA), Microsoft Certified Professional (MCP) and currently pursuing Cisco Certified Network Associate (CCNA) certification.

Personally, Dan McGhinnis volunteers at Northwest Community Hospital in their Animal Assisted Therapy Program and enjoys scuba diving and golf.

On 7/21/10 Sergio Hernandez, who was charged with First Degree Murder for the shooting death of Rocio Munez-Ramos on November 25, 2008, was found guilty of First Degree Murder. Hernandez faces a minimum of forty five years (45) in prison and a maximum of life in prison. Hernandez’s jury trial took place in Cook County Circuit Court of Rolling Meadows and Hernandez is scheduled to be sentenced on August 23, 2010.

On November 25, 2008, Munez-Ramos was leaving her place of business in the 1800 block of Irving Park Road, when she was shot in the head and killed. On November 28, 2008, Hernandez was arrested and charged with the murder of Munez-Ramos.

Hanover Park Police Chief, David Webb, wishes to extend his thanks and appreciation to the members of the Hanover Park Police Department, the Major Case Assistance Team, as well as the Cook County State’s Attorney’s Office, for the cooperation and hard work put in by everyone. Chief Webb also wishes to thank the family of Rocio for their support and hopes that this verdict will assist in bringing some closure to this incident.

In May, 2010, the Hanover Park Police Department applied for a $48,000 Bureau of Justice Assistance Grant through the United States Department of Justice. The purpose of the grant was to secure funds to conduct a Rapid Deployment Drill and purchase equipment to be utilized by the department to train and respond to an active shooter incident. On July 23, 2010, our department was notified that we had received the grant.

 Rapid Deployment is a method employed by police agencies across the country when responding to active shooter incidents. In recent years, active shooter incidents have occurred inside our nation’s schools, businesses and retail stores. With these incidents in mind Rapid Deployment was created as a method of action taken by police officers responding to an active shooter incident. The first responding officers use Rapid Deployment techniques to enter the location of the active shooting incident to locate and neutralize the threat.

The Hanover Park Police Department conducts regular Rapid Deployment training and conducted a Rapid Deployment training exercise in July of 2008 at a local school. In June of 2010, a similar training exercise was conducted on two separate dates at Horizon Elementary School located at 1701 Greenbrook Blvd., Hanover Park. The Police Department coordinated the exercise with School District U-46 and conducted the Rapid Deployment Training and Drill at a school in Hanover Park. The Police Department has a School Familiarization Program, which requires officers to conduct foot patrols at each school within the village throughout the school year. Officers are required to conduct foot patrols to become familiar with the layout of the school in case they are ever called to the school. The Police Department believes that conducting a Rapid Deployment exercise at Greenbrook School would enhance each officer’s familiarization with the layout of the school and also react to an active shooter scenario. Training was conducted for all sworn members of the department, which included responding to an active shooter scenario. The grant included paying for all costs associated with conducting the training exercises, new equipment purchases, and training overtime.

Back to TopAccreditation Assessment Team Invites Public Comment
Release Date:  August 11, 2010

A team of Assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (C.A.L.E.A.) will arrive on August 14, 2010 to examine all aspects of the Hanover Park Police Department’s policy and procedures, management, operations and support services.

Verification by the team that the Hanover Park Police Department meets the Commission’s state-of-the-art standards is part of a voluntary process to gain accreditation – a highly prized recognition of law enforcement professional excellence.

As part of the on-site assessment, agency employees and members of the community are invited to offer comments at a public information session on Monday, August 16, 2010 at 6:00 P.M. The session will be conducted in the Village of Hanover Park Council Chambers located at 2121 W. Lake Street, Hanover Park, IL 60133.

If for some reason an individual cannot speak at the public information session but would like to provide comments to the assessment team, he/she may do so by telephone. The public may call (630) 372-4435 on Monday, August 16, 2010 between the hours of 2:00 P.M. and 4:00 P.M.

Telephone comments as well as appearances at the public information session are limited to 5 minutes and must address the agency's ability to comply with CALEA’s standards. A copy of the standards is available at the Hanover Park Police Department. The local contact is Accreditation Manager Len Jaster at 630-372-4400.

Persons wishing to offer written comments about the Hanover Park Police Department’s ability to meet the standards for accreditation are requested to write: Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), 13575 Heathcote Boulevard, Suite 320, Gainesville, VA 20155.

 The police department has to comply with 464 standards in order to gain accredited status. By achieving accredited status, the department will be recognized nationally and internationally in the law enforcement community.

The assessment team is composed of law enforcement practitioners from similar but out-of-state agencies. The assessors will review written materials, interview individuals, and visit officers and other places where compliance can be witnessed. The assessing team is comprised of the team leader, and one additional assessor. Once the Commission’s assessors complete their review of the agency, they report back to the Commission, which will then decide if the department is to be granted accredited status.

Accreditation is for three years, during which time the agency must submit annual reports attesting continued compliance with those standards under which it was initially accredited.

Back to TopVillage of Hanover Park Partners with Dupage Worknet to Bring Temporary Jobs to the Village

YES ProgramThe Village of Hanover Park, in partnership with DuPage WorkNet, is participating in the Illinois Youth Employment for the Summer (Illinois YES) program. The Illinois YES program is an initiative of Governor Pat Quinn, the Department of Human Services and the Department of Commerce and Economic Opportunity to create temporary jobs throughout Illinois and provide employment experience to those hardest hit by this recession. Illinois YES is funded by the State of Illinois and federal funding made available in the Temporary Assistance to Needy Families Emergency Contingency Fund (TANF) created by the American Recovery and Reinvestment Act of 2009. The wages of the participants are provided by federal funding while the employer must provide supervision and training of the participant for the duration of the placement.

Illinois YES participant, Willis Holiday, is currently working at the Village. He is a recent High School graduate from Glenbard East and hopes to continue his educational interest in business through the local college while continuing to work. Willis is providing administrative support in the Human Resources Department and Village Manager’s office.

YES ProgramIllinois YES participant, Yvette Jones, is also working at the Village. She comes to us with strong customer service experience. Yvette is also providing administrative support to various departments at the Village.

HR Director Wendy Bednarek stated “We are excited to be able to be involved in a great program that provides benefits to both sides. The participant will receive valuable training and skills in a business environment and the organization gains additional productivity that may not have been possible in this tough economic time.” The funding for the program expires on September 30, 2010. Illinois YES has been designed to provide support to hard-working Illinoisans, with safeguards to ensure program integrity and that all Federal TANF guidelines and stringent ARRA audit standards are met.

Back to TopFire Department Announces Inspection Program

The Hanover Park Fire Department as begun a joint Business Premise Inspection Program in conjunction with the Community Development Department. Fire Department personnel will be conducting the inspections along with the staff from the Community Development Department. These are general life safety inspections conducted as part of the Village’s business license program. Department personnel will be checking items such as, sprinkler systems, fire alarm systems, emergency lights, exits, and general housekeeping, of businesses, schools, churches, and other assembly occupancies within the Village of Hanover Park.

The goal of the program is to gain compliance with current village fire and building codes making these occupancies safe for our residents and those who visit our village.

Fire Department personnel will be conducting the inspections as part of their regularly assigned duties along with, training, vehicle maintenance, station maintenance, public education, and handling calls for emergency service.

Back to TopFire Chief Completes Re-Accreditation Process for Chief Fire Officer Designation

Fire Chief Craig A. Haigh of the Hanover Park Fire Department has successfully completed the  re-accreditation process that awards him the professional designation of “Chief Fire Officer” (CFO).  The Commission on Professional Credentialing met on June 8, 2010 to officially confer the re-designation upon Chief Haigh. Chief Haigh is one of only 699 CFO’s worldwide.

The Chief Fire Officer Designation program is a voluntary program designed to recognize individuals who demonstrate their excellence in seven measured components including:  Experience, Education, Professional Development, Professional Contributions, Association Membership, Community Involvement, and Technical Competencies. Chief Haigh received his original designation in May 2004. To maintain the designation, individuals need to show they have continued to develop as a CFO in four areas: Professional Development, Professional Contributions, Active Association Membership and Community Involvement.

A Board of Review consisting of members of the fire and emergency services profession, academia, and municipal agencies review each application and recommend successful candidates for designation to the Commission.

Chief Haigh began his career as a volunteer in Hampton (IL) and worked full-time for the City of Rock Island Fire Department.  While at Rock Island he served as the first EMS Coordinator and is credited with the development and implementation of the department’s paramedic program.  In 1995 he was appointed Chief of the King FD (NC) where he led the transition from volunteer to combination.  He was the primary architect of the merger between King Fire District and the City of King.  Chief Haigh assumed command of the Hanover Park Fire Department following the merger of the Ontarioville Fire Protection District with the Village of Hanover Park.  He has published a number of fire service trade journal articles on a variety of subjects and is a frequent presenter at local, state and national conferences and trainings.  He has a Masters Degree in Executive Fire Service Leadership and a Bachelors Degree in Fire and Safety Engineering. He is a graduate of the National Fire Academy's Executive Fire Officer Program, is a Nationally Registered Paramedic and a Member of the Institute of Fire Engineers.

Chief Haigh has been in the fire service for 26 years and a member of the Hanover Park Fire Department for eight.  He resides in the Village with his wife Beth and their children Melody and Lee.

Release Date:  July 12, 2010

Robert Wachsmuth, President representing the AHMP (Alliance of Hazardous Materials Professionals) Chicago Chapter (formerly ACHMM - Academy of Certified Hazardous Materials Managers) presented to Hanover Park’s Village President Rodney S. Craig and Fire Chief Craig A. Haigh a check in the amount of $1,380.  This is the third year this organization has donated to the program.  Village resident and former Fire Corps member Robert Wachsmuth has been instrumental in securing this grant for the Fire Department.  The Alliance of Hazardous Materials Professionals provided the initial funding for the Fire Corps Rehab Program and has continued to fund this vital program each year.

The Hanover Park Fire Department also received a $500 grant from the Sam’s Club Community Grant Program. Brandon Smith and Veronica Galvan from Sam’s Club presented the check to Battalion Chief Pikora.  This is the second year that Sam’s Club has generously donated to the Fire Corps Rehab Program. The Hanover Park Fire Corps Rehab team has assisted Sam’s Club with their charitable events; a fund raiser for Children’s Memorial Hospital, and a food drive for the Hanover Township Food Pantry.

The funds received from the Certified Hazmat Materials Managers will fund 8 cooling chairs and one cooling fan. The funds from Sam's Club will be utilized to purchase and re-supply the Fire Corps rehab vehicle with the restocking of perishable supplies.

An average of 100 U.S. firefighters die annually in the line of duty.  Forty-five to fifty percent of these deaths are due to cardiac related events that are triggered by heat stress associated with fire suppression and the utilization of chemical protective suits. The heat stress impacting firefighters causes massive dehydration, substantially elevated core body temperatures, reductions in cardiac output and changes in the body’s electrolytes and chemical processes. The detrimental effects of heat stress can be minimized through on-scene rehabilitation that focuses on core body temperature cooling, rehydration, medical monitoring, rest, and calorie replacement.

In an effort to assist the Fire Department, the Hanover Park Fire Corps members are providing on-scene firefighter rehabilitation. Existing and new Fire Corps members complete an intensive 24-hour University of Illinois Fire Service Institute training program focused on:

  • The physical and physiological stress of firefighting.

  • Working with the Fire Service.

  • Techniques for implementing effective on-scene rehabilitation.

  • Firefighter protective equipment.

  • Experiencing heat stress from the firefighter’s perspective.

Fire Corps members who complete the training staff the Fire Department Rehab Vehicle and respond to major incidents to assist the department.

Release Date:  July 9, 2010

The Hanover Park Police Department will be hosting a COPS Day Picnic at Community Park (1919 Walnut Avenue, near Church and Maple) on Wednesday, July 14, 2010, from 5:00 p.m. to 7:00 p.m.  Entertainment at this year’s event includes face painting, kids games and, weather permitting, a police vehicle and helicopter display.  The Police Department’s new canine, Ajax, will be in attendance and will conduct a canine demonstration.

Free hot dogs and refreshments will be served at the picnic.  Attendees will also have the opportunity to purchase a ticket and “dunk a cop” in the water dunk tank, as well as win one of four children’s bicycles, which will be raffled off at the picnic.  All proceeds raised from the dunk tank and bicycle raffle will be donated to the Special Olympics Illinois.

The Police Department hosts these picnics to foster better relationships with members of the community and to encourage residents to get to know their neighbors, so please encourage all of your neighbors to get out and attend.

In the event that severe weather causes cancellation of the picnic, it will be rescheduled for Wednesday, July 21, 2010 at the same time and location.

The Village of Hanover Park sponsored a Community Development Workforce Summit on July 1, 2010 at FujiFilm in the Turnberry Lakes Business Park.  This Summit, attended by over 25 professionals from the local area, focused on obstacles and opportunities associated with the educational and workforce needs of the community.

In attendance were representatives from Harper College, Elgin Community College, College of DuPage, workNet DuPage, Kane County Department of Employment and Education, Workforce Board of Northern Cook County, Menards, Matsui, FujiFilm, Claremont of Hanover Park, Camcraft, and State Representative Fred Crespo.

Panel discussions focused on the future needs and experiences of local area employers, and programs currently being provided by the community colleges.  Comments centered on improving the accessibility of program information, awareness of financial options, and access to educational opportunities.

The Village is seeking to bridge the gap between employment and education to benefit the local businesses by providing a skilled labor force from within the community.

Release Date:  June 30, 2010

Pace has notified the Village of Hanover Park that effective Tuesday, July 6, 2010 and until further notice, Pace Route 554 will operate on a detour due to reconstruction of the bridge on Irving Park Road just west of Schaumburg Road.

Please see the attached Pace passenger notice flyer regarding this detour, which includes more specific route information.  Passengers should allow for extra travel time during this detour as delays may occur.

Back to TopNGPL Bike Path Ribbon Cutting

Village President Rod Craig (Hanover Park) and Village President Al Larson (Schaumburg) will host a ribbon cutting event for the NGPL Bike Path on Saturday, July 3, 2010 at 1:00 p.m.  The ribbon cutting will take place at the end of Walnut in Schaumburg (1000 feet east of Northway).

This joint project between the Village of Hanover Park and the Village of Schaumburg was recently completed which provides a bicycle and pedestrian link between the two communities.  Acting as lead agency, Hanover Park was awarded an 80% federal grant to construct the bike path from Ranger Park in Hanover Park to Atcher Park in Schaumburg.  The 10 foot wide asphalt path starts at Kingsbury Drive in Hanover Park and runs in an easterly direction along the right-of-way owned by the Natural Gas Pipeline Company of America for a distance of approximately 1 mile, connecting to an existing path just north of the West Branch of the DuPage River at Atcher Park.  The path also provides access to both Anne Fox School in Hanover Park and Jane Adams School in Schaumburg.

Martam Construction, Inc. located in Elgin Illinois was the contractor on the project, and the estimated total cost for the project was approximately $330,000.00.

The Village of Hanover Park Public Works Forestry Division announced today that they will purchase and release 350,000 Lady Bugs throughout the Village to help control Cottony Maple Scale.  Over the last several weeks, the Village has investigated numerous complaints regarding the problem.

Cottony Maple Scale is a white, popcorn sized egg mass that is found mostly on Silver Maple tree branches.  The scale will normally have no long term effect on a healthy tree but does produce excessive sap-like substances.

The Cottony Maple Scale is best treated by insects, with the Lady Bug considered to be the best alternative.  Chemical spraying is not advised because it will kill other insects, as well as the scale.

The Village last released Lady Bugs over 10 years ago and saw success in treating the Cottony Maple Scale.

At the June 17th Village Board Meeting, Village President Craig presented the Clean Air Counts Silver Level Recognition Award to the Environmental Committee.  The Village of Hanover Park is a proud participant in Clean Air Counts (CAC), an innovative, voluntary approach to reducing smog-causing emissions in the Chicago metropolitan region to achieve compliance with standards of the federal Clean Air Act and to improve air quality in our community.  The Village has achieved silver status participation in the Clean Air Counts Community Campaign for its dedication to improving air quality.

By implementing programs such as a household recycling event, energy efficient lighting installation and Earth Hour participation, the Village is making a visible difference.

Joining Clean Air Counts means individuals and/or organizations are making a commitment to undertake voluntary efforts to reduce smog in the Chicago region.  CAC adopters assess opportunities to reduce emissions and conserve energy in areas related to transportation, energy, operations and maintenance, and development.  Adopters also agree to simple, annual reporting about their efforts so that the Campaign can quantify members’ efforts.

Clean Air Counts is a six-county Chicago regional initiative of the Metropolitan Mayors Caucus, the U.S. Environmental Protection Agency – Region V, City of Chicago and Illinois EPA.  It seeks significant reductions in smog-forming pollutants and energy consumption.

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the Village of Hanover Park by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR).  The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

The CAFR has been judged by an impartial panel to meet the high standards of the program, including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

The GFOA is a nonprofit professional association serving approximately 17,500 government finance professionals with offices in Chicago, IL and Washington, DC.

Release Date:  June 13, 2010

On Sunday June 13, 2010 the Hanover Park Police Department interviewed a 15-year old male juvenile at the Hanover Police Department regarding the homicide of 16-year old Jesus Sanchez, who died of multiple gunshot wounds, in the 7100 block of Mulberry Ave on May 23, 2009 at 9:30 pm. Sanchez was riding his bike alone near his residence when he was shot twice and then fell off his bike. The 15-year old male was arrested in Streamwood on June 13, 2010 after midnight on an unrelated incident by the Streamwood Police Department. Investigators from the Hanover Park Police Department then interviewed the juvenile regarding the Sanchez homicide and he subsequently implicated himself. The Cook County State’s Attorney’s Office approved one count of 1st Degree Murder against the juvenile, who is being detained at the Cook County Youth Home. The juvenile will have a detention hearing on June 14th at the Cook County Juvenile Court Facility at 1100 Hamilton Street, Chicago.

The Hanover Park Fire Department recently completed a round of live fire training for its firefighters.  During the month of April, all Hanover Park firefighters completed training using the Carol Stream training tower.  Annually, the department conducts this type of training for all staff, holding a series of classes in the spring and fall.  Throughout the year firefighters participate in additional live fire training burns on specialized topics using the facility in Carol Stream as well as at the State Fire Academy in Champaign.

Live fire training gives firefighters the chance to practice and enhance their firefighting skills.  This year’s classes focused on training acting company officer to lead crews in the absence of their commissioned officers as well as victim removals from the top floor of apartment buildings, using the department’s Tower Ladder.  This specialized piece of equipment operates from Fire Station 1 and responds to all reported structural fires.

This training translates into better prepared firefighters and officers and a more efficient and high quality response when residents are in need.

Robin Dubiel, the Administrative Assistant to the Fire Chief, received a Fire Service Certification from the Office of the Illinois State Fire Marshal.  The Fire Service Executive Support Personnel Certificate Program is designed to provide a better understanding and working knowledge of fire service operations.  It provides students with a greater understanding of the day-to-day issues faced by firefighters and how to better assist the fire chief in processing policies, written communication and the overall financial management of the department.  Only a few Administrative Assistants hold this certification and the first within the Hanover Park Fire Department.  The certification consists of a two step process.

The first step in the process was to complete the Executive Support Personnel Certificate Program offered through the Illinois Fire Service Administrative Support Personnel (IFSAP) organization.  This 13-week program was designed to give an enhanced understanding of fire service operations.  These classes consisted of:

  • Fire Service Orientation

  • Fire Behavior

  • Fire Service Laws and Statutes

  • Emergency Medical Services Orientation and Training

  • Fire Prevention and Public Education

  • Hazmat

  • Communications

Several classes consisted of hands-on experience in climbing ladders, extinguishing fires, doing vehicle extrication, and participating in live fire training inside a controlled environment simulator.

The second step in the process was to complete an extensive and detailed written work accomplishment document based on her skills, work experience, and her job duties with the Fire Department over the past 3 ½ years.

Because of her willingness to undergo this training she has become more efficient in her job duties through her enhanced knowledge.  Her role is a vital position in keeping the operations of the Fire Department running smoothly.

Matthew Laker, a resident and a student at Harper College, will begin his internship with the Hanover Park Fire Department on June 1, 2010.  As part of the Fire Science Technology program at Harper College, students spend 8 weeks with a local fire department learning the essential skills required to become a firefighter.  Interns are also required to complete a project based on a need within their assigned department.  Matthew’s father is a Streamwood Firefighter/Paramedic.

Matthew is not the first intern to ride with the Hanover Park Fire Department.  Hanover Park has been accepting interns from Harper and Eastern Kentucky University for the past few years.  Last year, Andrew Holcolm, a student from Eastern Kentucky University, took his completed project on Geographical Identification System (GIS) back to school and presented it to two different organizations, one in Morehead, Kentucky and one in Greenville, South Carolina, where it was a huge success.   Andrew stated that, “The audience at both was impressed with the project as well as with the Hanover Park Fire Department for their continued efforts for research in the fire service.”

Release Date:  May 28, 2010

On Thursday, May 27, 2010 at approximately 2230 hours, members of the Hanover Park Police Department’s Special Operations Group and Investigations Division executed a search warrant at 7640 Manchester Manor as a result of an ongoing narcotics investigation.  Arrested at the scene was Anthony C. Eichstaedt, 20 years of age, of Hanover Park.  Eichstaedt was charged with three felony counts of Possession of Cannabis with Intent to Deliver within 1000 Feet of a School and Possession of Drug Paraphernalia.  He is scheduled to appear at the Cook County Rolling Meadows Courthouse on May 28, 2010 for a bond hearing.

Release Date:  May 14, 2010

At the April 15, 2010, regularly scheduled Board Meeting of the Village President and Board of Trustees, the Fiscal Year 2011 budget was approved.  This planning document includes a detailed summary of expenditures and revenues for municipal services for the period beginning May 1, 2010 and ending April 30, 2011.

This year’s operating budget, excluding debt service, capital outlay and transfers between funds decreased 3% and is approximately $36,173,600 compared to last year’s totals of approximately $37,149,900.  General fund expenditures total $23,554,950, a 4.3% decrease from the prior year. General fund revenues total $23,645,661, a 3.9% decrease from the prior year.

This year’s budget was compiled to respond to the goals and objectives established by the Village President and Board of Trustees.  Overall the budget provides the financial substance to maintain and build upon the high level of services our residents and business expect.

On Saturday, May 8, 2010 at 11:55 p.m., the Hanover Park Police Department responded to a call of shots fired in the 1700 block of Goddard Lane. The responding officers located a vehicle with a five occupants parked in the area and one of the occupants was injured after being struck in the buttocks by a bullet. The male victim was subsequently transported to Glen Oaks Hospital for treatment and the other four occupants were not injured. The victims injuries are not considered to be life threatening. A subsequent investigation determined that the victim was a passenger in a vehicle that had just arrived at a party in the 1700 block of Goddard Lane. The victim and the other occupants of the vehicle engaged in a verbal dispute with an individual identified as Miangelo Roberts 17, who resides in the 1700 Block of McCormick Lane, Hanover Park. Roberts had just left the party prior to the verbal dispute and subsequently fired at the vehicle the victim was in twice as it was driving away from Roberts. Roberts was located a short time later and he subsequently admitted to shooting at the victim’s vehicle. The gun used by Roberts was also located at his residence by investigators. Roberts is being charged as an adult with aggravated battery with a firearm and aggravated discharge of a firearm. Roberts was then transported to the DuPage County Jail and is expected to appear for a bond hearing on May 10th.

On Thursday, May 6, 2010 the Hanover Park Police Department’s Honor Guard participated in the Illinois Police Officer’s Memorial Service in Springfield.  The Honor Guard, which is comprised of Sgt. Kevin Conway, Officers Eva Hamala, Jason Harden, Ed Lopez and George Sullivan, were one of 30 Illinois Police Agency’s that sent honor guard units to honor officers killed in the line of duty in Illinois.  At 9:30 a.m., the Hanover Park Police Department Honor Guard was posted with the other honor guard units, along the entrance of the West Side Christian Church, to honor the families of fallen officers as they entered the church for services.  At 11:00 a.m., the honor guard unit then joined the other honor guard units and marched back to the Illinois State Capitol Building for a ceremony next to the memorial site.  The Illinois Police Officer Memorial Service kicks off Illinois Law Enforcement week, which is May 9th through May 15th.  Chief David Webb indicated that the Hanover Park Police Department was honored to volunteer its honor guard to participate in this annual event.

On April 29, 2010 at 11:12 p.m., the Hanover Park Police Department responded to a shooting incident in the 8100 block of Kingsbury Drive. Officers met with one male and one female victim, whose vehicle had been struck by a bullet fired from another vehicle. Neither individual was injured. An investigation was conducted that led to the arrest of Cortez Wamble, 18, of the 200 block of Shagbark Lane in Streamwood. Wamble had been charged with one count of aggravated discharge of a firearm and is scheduled to appear for a bond hearing at the Rolling Meadows Courthouse on May 4th.

Chief David Webb indicated that he is pleased with the quick resolution to this potentially dangerous incident and praised the Hanover Park Investigative Division for their work on the matter.

The purpose of the Medical Information Packet is to aid in medical care, in the event of an emergency. This packet should be placed on your refrigerator to be used by Paramedics in the event of an emergency. Paramedics will be able to know what medications you take, your medical history, doctors and family phone numbers.

The Village of Hanover Environmental Committee conducted an inlet stenciling event on April 17, in conjunction with Earth Day. Twenty volunteers painted “Dump No Waste, Drains To River” on over 80 storm sewer inlets. The volunteers were comprised of Environmental Committee members, residents, and the following homeowner’s associations: Glendale Terrace, The Glens, Rainbow Pointe West, and Montara.

This program highlights to residents that all the storm drains in Hanover Park take storm water run-off directly to nearby rivers and tributaries without passing through a treatment facility. The water picks up various pollutants as it drains, which can negatively impact the river’s plants, wildlife, and water quality. Household chemicals should be properly disposed of in the sanitary sewer system. Oils and other non-household chemicals should be disposed of at waste collection facilities or household recycling events.

Some storm drains first take storm water run-off to retention ponds near schools and subdivisions before going directly into the river. These ponds are often human-made for recreation and storm water management. However, they still serve as habitat for plants and wildlife which are susceptible to pollution.

The Hanover Park Police Department has chosen a name for our new Canine. A survey was conducted by the police department at each school within the village and a link was created on the village website for residents to submit a name. There was a good response to the survey by the residents of the village and the children at each school. Over 250 names were submitted for the name of the new Canine. Each name submitted was considered and a panel of department members reviewed the submissions carefully. The panel then chose the name of Ajax, which was submitted by Cassidy Saez, who is in Ms. Czajka’s 5th grade class at Hanover Highland Elementary School and Hanover Park resident Mike Murray. Ajax is currently in a Canine Academy with Officer Mark Atkinson and will work with Atkinson when the academy is completed in June. Chief David Webb would like to thank all of the students, school administrators, and residents that participated in naming Ajax. Chief Webb indicated that community involvement in choosing a name for the new Canine reinforces the police department’s commitment in forging a strong partnership with the residents of the community and the school districts located within Hanover Park.

Spaces are allocated on a first-come, first-served basis. Applications for spaces are available at the Village Hall or on the Village’s web site www.hpil.org . Each space is 9 feet wide by 18 feet deep with a cost of $20.00 per space for Hanover Park residents and $25.00 per space for non-residents.

Sale of live animals is prohibited. Absolutely no food products can be sold.

Maxwell Street West provides a great opportunity for people who have items they would like to sell but do not want to have a garage sale!

Release Date:  April 22, 2010

Starting Monday, May 3 through May 14, the Village Water Division will be flushing hydrants throughout the Village. The flushing will occur between the hours of 6:00 AM and 2:00 PM. Notices will be posted in designated areas prior to flushing.

Residents should not wash laundry during the flushing hours as rust staining of clothing may result. Residents with water softeners are encouraged to check the cycle time of their softeners so the unit does not regenerate during this period.

The Hanover Park Police Department will be getting a new Canine and would like to solicit the public in naming the dog.  A 2-year old German Sheppard will be purchased and will attend a Canine Training Academy.  The Hanover Park Police Department will be soliciting all of the schools in the Village, as well as conducting an on-line survey to submit a name for the dog.  This will take place between Monday, April 16 and Thursday, April 29, 2010 for Hanover Park residents only.  After all the information is collected, a name will be chosen from the submissions. An announcement will be made on Friday, April 30th, which will include the name chosen for the new Canine and the identity of the individual who submitted it.  If you are interested in participating, you may go on-line to the Village of Hanover Park’s website at www.hpil.org and click on the link for the Canine survey on the home page.  Once you complete the form, submit it and the name you selected for the Canine will be registered.  Residents that receive eAlerts from Hanover Park can also submit a name for the Canine.  An eAlert has been sent to all subscribers with a link to the Canine survey.

On Saturday April 10, 2010 at 11:40 pm Fredrick Faurie 91- years old, was located in Mundelein. Faurie, who has dementia, was reported missing earlier in the afternoon by his family. Faurie was found by a deputy of the Lake County Sheriff’s department in his vehicle near Route 176 at Fairfield. Faurie’s vehicle had run out of gas and was stopped near Route 176 and Fairfield when the deputy stopped to assist him. Faurie was in good condition and did not need medical treatment. Faurie then returned with his family to his home in Hanover Park.

The Hanover Park Police Department worked extensively with Fredrick Faurie’s family to locate him and the police department is grateful that a deputy from the Lake County Sheriff’s Department stopped to assist Faurie, whose vehicle was disabled.

On Saturday April 10, 2010 at 3:00 pm the Hanover Park Police Department began investigating a missing person report of an elderly male with dementia. Fredrick Faurie 91-years old, was last seen by his family on Friday April 9th at 12:45 pm at his residence in Hanover Park. Faurie left his residence sometime later in the afternoon and is believed to be driving his gold Ford Escort bearing Illinois Veteran registration 886 US. Faurie suffers from dementia and was last seen wearing a gray/red flannel button up shirt and tan pants. Faurie is 5’7 184, brown eyes, and gray hair. Faurie, who is a World War Two Veteran also, has a tattoo of a Marine Corps bulldog on one of his arms. Faurie has contacts in Hanover Park and Elmhurst and was last seen on April 9th at 2:30 pm at the Rainbow Restaurant in Elmhurst. Anyone with information regarding the location of Fredrick Faurie can contact the Hanover Park Police Department at 630-372-4400.

The Hanover Park Police Department is announcing that its retired canine Rumble, who worked his last shift on Friday March 19, 2010, passed away Saturday April 3, 2010. Rumble became a member of the Hanover Park Police Department in 1999 and worked side by side with his handler Officer Mark Atkinson until his retirement on March 19th.

During his eleven year career Rumble has proven to be a valuable asset to the Hanover Park Police Department and he will be greatly missed by his fellow officers.

The Village of Hanover Park is pleased to announce that they have been awarded a $300,000 grant from the State of Illinois for street repairs. The grant was awarded as part of the State’s ERP program, which stands for Emergency Repair Program. The $300,000 grant will be utilized to partially fund the 2010 Street Resurfacing program. Under this program, 16 village streets will be resurfaced this year utilizing a process of grinding two inches off existing asphalt streets and repaving with two inches of new asphalt surface. The ERP grant will provide approximately 40% of the total funding utilized for the resurfacing program, with the remainder coming from Motor Fuel Tax Fund.

Hanover Park has been named a Tree City USA by the National Arbor Day Foundation. This is the 25th consecutive year Hanover Park has received this national recognition.

The Tree City USA program is sponsored by the National Arbor Day Foundation in cooperation with the USDA Forest Service and the National Association of State Foresters. To become a Tree City USA, a community must have the following four standards: a tree board or department, a city tree ordinance, a comprehensive community forestry program and an Arbor Day observance.

This year, the Village is planning an Arbor Day Ceremony on April 30, 2010 at 9:30 a.m. at Parkwood Elementary School. A special tree will be planted to celebrate the historic significance of indigenous philosopher, warrior, architect, poet and leader: Nezahualcoyotl and the Tree City USA Award.

The 6th Grade Bilingual Education class will also recite the poem “Be Joyful/Alegraos” by Nezahualcoyotl in English and Spanish. to Mail Back 2010 Census Forms
Release Date:  April 7, 2010

As the officially designated Census Day of April 1st has passed, the Village of Hanover Park will continue to develop its awareness campaign to encourage residents to participate in the 2010 Census. Although it is above the national response rate of 54 percent, the Village of Hanover Park’s rate of participation in the Census of 58 percent demonstrates the need to emphasize the importance in completing and mailing back the Census formulary.

The Census Bureau will continue to accept 2010 Census questionnaires by mail through mid-April. Beginning May 1, census workers will begin going door-to-door to households that failed to mail back their forms -- a massive operation that costs taxpayers an average of $57 per household versus the 42 cents it takes to get a response back by mail.

Census Bureau Director Robert Groves notes, "For those who have not yet had a chance to send it back, I'd like to reiterate that it's not too late to participate and doing so will save a lot of taxpayer money." To that effect, the Village of Hanover Park has partnered with the Hanover Park Park District on coordinating a March to the Mailbox initiative to take place during the Park District’s Foundation Day Celebration on April 10, 2010. Residents are encouraged to bring their Census formularies to the event to have them mailed. Residents may also obtain a Census formulary from Village Hall at 2121 W. Lake St. Hanover Park, Illinois.

The 2010 Census is a count of everyone living in the United States and is mandated by the U.S. Constitution. Census data is used to apportion congressional seats to states, to distribute more than $400 billion in federal funds to tribal, state and local governments each year and to make decisions about what community services to provide. The 2010 Census form is one of the shortest in U.S. history, consisting of 10 questions, taking about 10 minutes to complete. Strict confidentiality laws protect the respondents and the information they provide.

The Census Bureau is urging communities nationwide to take charge of their 2010 Census mail participation rates. Anyone can visit the 2010 Census Web site to see how well their state, county or neighborhood is participating in the census. From the same interactive rate map, anyone can also embed a Participation Rate Tracker "widget" on their Web site that will display an area's latest participation rates.

The Hanover Park Police Department is announcing that its retired canine Rumble, who worked his last shift on Friday March 19, 2010, passed away Saturday April 3, 2010.  Rumble became a member of the Hanover Park Police Department in 1999 and worked side by side with his handler Officer Mark Atkinson until his retirement on March 19th.

During his eleven year career Rumble has proven to be a valuable asset to the Hanover Park Police Department and he will be greatly missed by his fellow officers.

On March 31, 2010, Hanover Park’s Village President Rodney Craig hosted a meeting with the Metropolitan Water Reclamation District (MWRD) President Terry O’Brien, Commissioners Frank Avila, and Mariyana Spyropoulos, along with the assistance of State Representative Fred Crespo.  Also present were representatives from the Hanover Park Park District, Hanover Park Hurricane Football & Cheer Club, the Hanover Park Baseball Association, Hanover Highlands Elementary School, and Village and MWRD staff.  The informal meeting established future opportunities for the proponents to build a strategy to make improvements to the property that parallels Barrington Road. 

Topics discussed were Hanover Park’s organizations of interest to serve youth in a collaborative manner to make improvements to the area where baseball and football associations play and the role of the Village to work a grant and provide revitalization of the area.  Other topics discussed included the long-term plans of the MWRD for this area, the concern of odor at Hanover Highlands School and the neighborhood, and ability to establish a bike path along the creek into DuPage County.

The MWRD President and Commissioners were very helpful in sharing their vision for the future and opportunities for sharing water, opening up the facility for school visits, and building a relationship for the future.

On March 31, 2010 at 8:00 pm, the Hanover Park Police Department’s Special Operations Group executed a search warrant at 7071Mulberry Street. Edwin Izaguirre 25, who resides at this address, was arrested. During the search of Izaguirre’s residence 7 grams of cocaine, 520 grams of cannabis, and two firearms were located. Officers located Izaguirre in his bedroom upon entry where a sawed off shot gun and a .40 caliber semi-automatic handgun was located. At the time of the search warrant two other family members were present in the residence. was charged with two counts of unlawful use of a weapon by a felon, unlawful possession of a controlled substance with intent to deliver, unlawful possession of a controlled substance, unlawful possession of cannabis with intent to deliver, and unlawful possession of cannabis. He is scheduled to appear at a bond hearing on April 1st at the Cook County Courthouse in Rolling Meadows.

Chief Webb states that “we are working with our community to rid the area of this type of activity. It will not be tolerated.”

The Hanover Park Village Brush Pickup Program will take place in April. The following are procedures for residents to follow to comply with the program.

Set-Out Time
Brush can only be set out two days prior to 7:00 a.m. on your pick up day. Please do not put brush out after 7:00 a.m. on the first day of your collection cycle. Hold it for the next scheduled pickup. The Village incurs considerable cost returning to an area to collect brush set out after the first day of the collection cycle. It may take more than one day to pick up all the brush in a designated area. If brush is not picked up on the first day, it will still be picked up.

April 5
Area 1: Streets north of Lake Street and west of Barrington Road.
April 12
Area 2: Streets north of Lake Street and east of Barrington Road
April 19
Area 3: Streets south of Lake Street and north of Lawrence Avenue
April 26
Area 4: Streets south of Lawrence Avenue

What will be picked up:

  • Branches a minimum of 2 feet and up to 10 feet in length and less than 8 inches in diameter.

What will NOT be picked up:

  • Small hedge or pine clippings.
  • Yard waste or brush in containers.
  • Brush or branches with thorns.
  • Tree stumps and roots.

How to stack the brush:

  • Brush should be stacked in one direction with the butt end toward the street.
  • No lumber, wire, rope, or other materials may be included with the brush.
  • Brush must NOT block the sidewalk.

Another Option for Brush Pickup - Allied Waste Services:

If you miss your scheduled Village pickup, or if you do not wish to hold your brush until your next scheduled Village brush pickup day, you may put brush and branches out for pickup by Allied Waste Services on Fridays from April 2, 2010 through November 27, 2010.

What Allied Waste Services will pick up:

  • Bundles up to 48 inches long and up to 18 inches in diameter.
  • Individual branches that do not exceed 3 1/2 inches in diameter.
  • Brush that is tied with natural fiber twine.
  • Bundles with a yardwaste sticker attached. This is a must!

Allied Waste Services Set-Out Time:

No later than 7:00 a.m. on your regular Friday collection day.

Reminder notices and the official formularies for the 2010 Census have been mailed to residents across Hanover Park, Illinois and it has been noted that these have been addressed with the town of Bartlett, instead of Hanover Park. This has raised concerns of not being properly counted as a resident of Hanover Park. Census officials have been contacted and they have informed the Village that residents should proceed to complete their Census 2010 formulary and mail it back by April 1.

The 2010 Census mail-out is the largest single delivery ever undertaken by the United States – over 120 million forms were mailed. To streamline delivery in a mailing this large, addresses in a particular ZIP code sometimes were all labeled using a single city name that is valid for the ZIP code, even though some people in that area usually receive mail addressed to a different city name. The Postal Service does not have a problem with this because for many addresses there are multiple city names that are perfectly acceptable for accurate delivery.

If your form has a different city name or zip code than the one you are used to seeing on your mail, but it otherwise correct, please note the following:
The actual location of your address has been verified for accuracy. The 20-digit identification number on your form links back to the master address and geographic files where the Census stores the information about the correct geographic location to which your housing unit belongs. This geographic information was verified last year by census workers who physically located each housing unit on the ground and assigned the housing units a “geocode” using special census maps and GPS coordinates.

If you received the form, the Census has coded your house to the right geography and it should be returned by April 1.
If the address on the form is completely wrong, it must have been delivered to you by mistake. Please destroy this form. If this is the only form you received, or you have not received a form please contact the Office of Village Clerk Eira Corral 630-372-4221. Census Formularies are available from her office located at 2121 W. Lake Street, Hanover Park, IL.

Release Date: March 30, 2010

The Village of Hanover Park will be resurfacing 16 streets throughout the Village this spring. The work will begin in May and consists of grinding approximately two inches of existing asphalt and replacing with a new two inch thick asphalt surface course. Prior to the resurfacing drainage structures will be rebuilt, sections of deteriorated pavement will be patched, and deteriorated sections of curb and gutter will be replaced. The resurfacing is expected to be completed by the end of June. The following streets are scheduled for this year’s program:

Mayor Hosts MWRD Meeting

Release Date:  March 19, 2010

On March 18, 2010, the Hanover Park Police Department’s Special Operations Group conducted a drug sweep that targeted individuals selling drugs out of their residences. Two search warrants were executed at separate residences.  The first residence was located at 7350 Jonquil Terrace where 21 grams of cocaine was seized.  Juan Morales, 33, of Hanover Park was arrested and charged with one felony count each of Possession of a Controlled Substance and Possession of a Controlled Substance with Intent to Deliver.  He is scheduled to appear at a bond hearing on March 19 at the Cook County Courthouse at Rolling Meadows.

The second incident resulted in the arrest of one individual; however, the investigation remains on-going and no further information will be released at this time. 

Chief Webb states that “the department is setting a tone and sending a message that this type of activity will not be tolerated.”

The Village President of Hanover Park has proclaimed March 27, 2010 as Earth Hour 2010 in the Village of Hanover Park.  All residents and businesses are encouraged to turn off non-essential lighting on Saturday, March 27th from 8:30 p.m. to 9:30 p.m.  The Village joins millions of people around the world in making a positive impact on global warming.

Earth Hour is intended to bring together a diverse group to heighten awareness of the impacts of climate change and to inspire individuals and businesses to take practical actions to reduce their own carbon footprint.  According to ComEd, Earth Hour 2009 reduced electricity use by 1 percent throughout its Northern Illinois service territory.

On March 2, 2010, the Chicago Police Marine Unit removed the body of a deceased male subject from Montrose Harbor. An autopsy was conducted this morning at the Cook County Medical Examiner’s Office. The body has been preliminarily identified as that of Richard J. Wieting of Hanover Park, Illinois. Richard had been reported missing from Hanover Park on January 19, 2010.

Back to TopFive Senior Fire Officers from the Hong Kong Fire Department Attend Hazardous Materials Training in Hanover Park
Release Date: March 2, 2010

The Hanover Park Fire Department, in conjunction with the University of Illinois Fire Service Institute, is hosting five senior fire officers from the Hong Kong Fire Department. Acting Assistant Divisional Officer Tung Kok Keung, Senior Station Officers Chan Man-hon, Wong Chun-keung and YIP Hor-man along with Station Officer Wong King-man are all attending three weeks of intensive training focused on the mitigation and management of hazardous materials incidents.

The Illinois Fire Service Institute serves as the State Fire Academy and trains firefighters at all levels as well as those who operate as part of specialized teams. The Hazardous Materials training, being taught at the Hanover Park Fire Department, will certify participants to operate using specialized chemical monitoring equipment and to make entry into toxic environments in order to control spills or leaks using encapsulated protective suits. The Hong Kong delegation is joined in the training by twenty-five other firefighters from around the area, including a large number of Hanover Park Firefighters.

The Hong Kong Fire Department has a long history of working with the State Fire Academy and has had firefighters attend specialized courses on hazardous materials and technical rescue procedures for several years. The Village enthusiastically agreed to host the Hong Kong delegation, due to Hanover Park’s active role in the Hazardous Materials Response Team, as well as the facilities capable of supporting this type of training.

Members of the Hong Kong Department will be recognized by the Village Board at the regularly scheduled meeting on Thursday March, 4, 2010 beginning at 7:30 P.M. Residents wishing to meet the delegation are encouraged to attend.

LifeSource Blood Centers will be visiting the Hanover Park Village Hall on Wednesday, March 31, 2010 from 9:00 a.m. to 3:00 p.m.  The Village of Hanover Park will be hosting the blood drive to benefit victims of car accidents, burn victims, patients with anemia, bone marrow and stem cell transplants, organ transplants, and many other traumas and blood-related disorders.

Blood, commonly referred as the “gift of life”, truly is just that.  Blood carries gases, nutrients and waste products through the body.  Blood also fights infections, heals wounds and performs many other vital functions.  We all need blood to survive.  There is no substitute.  Volunteer blood donors are the only source for people who need it.

LifeSource has informed us that all blood types are urgently needed to help return the blood supply to normal levels.  Please consider giving blood on March 31, 2010.

On Thursday, February 25, 2010 at 2:10 p.m., officers responded to the area of Arbor Vitae Drive and Astor Ave for a call of shots fired. Upon arrival, officers did not locate any victims or property damage. As a precaution, Parkwood and Laurel Hill Schools were secured and additional resources were called to the area to ensure the safety of the school children as they were dismissed for the day.

In early 2008, at the behest of School District 20, the Village of Hanover Park began consideration of a text amendment to the Villages’ zoning ordinance that would allow wind turbines under certain circumstances.  However, the height and lack of supporting data for placement in urban areas deadlocked the Development Commission and a recommendation was never made.

In the meantime, School District 20 explored other opportunities and ultimately decided on a much smaller turbine to meet their needs.

On February 11, 2010, the Development Commission unanimously recommended approval of a proposed text amendment that would allow a petitioner to seek approval of a wind turbine up to 155 feet in height on an R-2 zoned parcel of at least 15-acres in size.  The Village Board will consider this text amendment at their regularly scheduled Board meeting on Thursday, March 4, 2010.  This meeting will take place in Room 214 of Village Hall and begin at 7:30 p.m.

The Village of Hanover Park would like to announce that a new residential developer will begin construction soon.  MI Homes has purchased the Church Street Station property and plans on building the remaining townhome units originally conceived on this property that is strategically located at the intersection of Barrington Road and Lake Street, and across the street from the Metra station.

Church Street Station includes 126 townhome units, of which 60 have already been constructed.  MI Homes will begin construction of the remaining 66 units starting this spring.  The three-story townhomes will range in area from 1,579 square feet up to 1,910 square feet and include 2-3 bedrooms, 2 baths and 2 car garages.  MI Homes plans on offering a variety of options and upgrades in their units.

The Hanover Park Police Department is proud to announce the promotions of Ofc. Kevin Conway to the position of Sergeant and Sgt. Andy Johnson to the position of Lieutenant.

Sgt. Conway was hired by the Hanover Park Police Department on July 6, 2004 and has been with the Police Department for over five years. Sgt. Conway spent two of those years in the Police Department’s Special Operations Group where he conducted gang and narcotic related investigations. Sgt. Conway also serves on the department’s Crisis Resolution Team and Honor Guard team. During his time with the department, Sgt. Conway has received numerous commendations and recognitions including the Cook County Award of Merit which he received for his work as a patrol officer. Most recently Sgt. Conway received two Unit Meritorious awards for his valuable assistance and involvement with two major criminal investigations. Sgt. Conway is currently assigned to the patrol division where her works the day shift.

Lt. Andy Johnson was hired by the Hanover Park Police Department on July 12, 1999 and has been with the department for over nine years. Lt. Johnson was a member of the Police Department’s Tactical Unit in 2001 and 2002, before serving two years in the Investigations Division. While in the Investigations Division, Lt. Johnson was assigned to the Major Case Assistance Team and was a member of the Police Department’s Recruitment Team.
Lt. Johnson was promoted to Sergeant in September of 2004 where he was assigned to the patrol division and was put in charge of the department’s Field Training Program. During his time with the Hanover Park Police Department, Lt. Johnson has received numerous letters of recognition. Lt. Johnson received his Bachelor’s Degree from Columbia College and is currently working on a Masters Degree in Criminal Justice Administration. Lt. Johnson is currently assigned to the department’s Investigations Division.

Sgt. Kevin Conway and Lt. Andy Johnson will be sworn in at the Village Board Meeting on February 4, 2010.

On Friday, January 29, 2010 the Village of Hanover Park held its seventh annual Awards Night. Village President Rodney Craig and the Village Clerk presented awards and recognized a host of Village volunteers and others who serve the Hanover Park community.

Several awards were presented throughout the evening including the Mayor's Choice Business of the Year Award, Youth of the Year, Humanitarian Award, Service to Youth Award, Educator of the Year and Citizen of the Year.  Also recognized were Village Committee members and Appearance Award winners. 

Service to Youth Award 

The Service to Youth Award was presented to Mickey Macholl.  Mickey has found a home at the Park District as a Commissioner for many years and this past year, Mickey has additionally been the Chairwoman for the HPPD Foundation. 

Following a string of troubling incidents this past year, a number of individuals came together to plan an event to raise dollars to provide scholarships for Hanover Park youth.  This became a major endeavor and Mickey was instrumental as the driving force to see that this event came off as we all planned and discussed.  It was Mickey who modeled the determination to keep everyone on track and stay focused on the real prize, to provide for the youth of Hanover Park. 

Humanitarian Award

Each year, the Village of Hanover Park presents the Hanover Park Humanitarian Award to an individual or group who has served the community through humanitarian efforts.  This year’s award was presented to Dolores Herrera.  Ms. Herrera, a long time resident of our community in Hanover Park, has been recognized as a community hero for the support she offered some young girls, whom were victimized by the tragic loss of their mother due to domestic violence the past year.  She was amongst the first to reach out to these young girls immediately after the tragedy to ensure they were safe and taken care of.

Youth of the Year

Youth of the Year Award Winner posed with Mayor CraigThis program is designed to recognize and encourage excellence in the young people of Hanover Park.  Students are judged on heroism, community service, service to school, personal achievement and family commitment.   This year’s winner was Sarah Clark who received a $1,000 scholarship and the runner up, Allison Phillips, received a $500 scholarship. 

Educator of the Year

Educator of the Year Award Winner posed with Mayor CraigPatricia Stubbs was presented with the Educator of the Year award.   Patricia is a caring leader with the strength and conviction to engage a neighborhood of families who seek to understand their responsibilities in a whole new world.  Many of these families struggle to understand the culture and expectations; however they have great strength in their family values.  Patricia has personally encouraged her teachers, and we have seen wonderful success in sports and mentoring sessions. 

Business of the Year

Citizen of the Year 

Citizen of the Year Award Winner posed with Mayor CraigMayor Craig announced Mr. Robert Wachsmuth as the 2009 Citizen of the Year.  Mr. Wachsmuth has been Chair of the Environmental Committee for the past year.  He headed up the Village’s first self-run Household Recycling event which was held last September and arranged a tour of the recycling center where the Village’s household recycling is sorted, and a tour of the electronic recycling facility.  He was also involved in securing money for our Fire Corps, and has been a member of both the Citizens Corp Council and Fire Corps.

On January 26th, 2010 at approximately 11:37 pm, officers from the Hanover Park Police Department responded to a report of an armed robbery at Al’s Pantry, located at 5561 County Farm Road in Hanover Park. The clerk reported that an unknown subject entered the store and implied that he had a weapon and took two packages of cigarettes before fleeing the store. A description of the offender and the bicycle the offender used to flee the area was obtained from witnesses.

On January 29th, 2010 at approximately 10:17 pm officers from the Hanover Park Police Department responded to the 5500 block of County Farm Road in response to a witness who reported that the possible offender in the armed robbery was riding his bicycle in the area. Upon arriving in the area officers from the Hanover Park Police Department located the subject matching the description of the offender.

Upon further investigation, it was determined that the subject, Travis D. White, who resides at 5432 Sinatra Lane in Hanover Park, was the offender in the reported armed robbery. White was arrested and charged with one count of Burglary.

White is scheduled to appear in Dupage County bond court on Sunday, January 31st, 2010.

Release Date:  January 27, 2010

On Tuesday January 26, 2010 at 2:05 p.m. the Hanover Park Police Department responded to the Extended Stay at 1075 Lake Street for a call of a man that had been shot.  Upon arrival, officers located a 64-year old male with a gunshot wound in his lower right leg.

Officers determined that the victim had in his possession a .32 caliber handgun that was in his luggage, which discharged when it was dropped onto a luggage cart. The victim had checked into the hotel and was waiting for an elevator to take him to his room when the gun accidentally discharged.

The victim was transported to St. Alexis Medical Center in Hoffman Estates where he was admitted for his injury.

The victim owned the weapon that was discharged and he also had a valid firearms owner’s identification card.  The DuPage County State’s Attorney’s Office reviewed the matter and no charges were filed.

The Hanover Park Police Department is committed to provide high levels of public safety services to all members of the village, including citizens who may require special consideration in order to access services.

The Hanover Park Police Department, in accordance with state law, implemented the Premise Alert Program to fulfill the needs of citizens with special needs or disabilities, who require access to public safety services.

It is the intent of this program to offer guidance and direction to Police Department employees in responding to and assisting those people with special needs or disabilities or both with whom they will have contact in the performance of their duties and responsibilities.  The ability to effectively deal with the special needs individual is enhanced with knowledge or information.  The police department recognizes that the ability to identify special needs individuals, their places of employment, educational facilities, and residences are valuable resources in instances when or if an emergency response by law enforcement is needed.

Families, caregivers or individuals with special needs or disabilities may contact the Police Department to provide information regarding the Premise Alert Program.  Premise Alert Program forms are available for individuals with special needs or disabilities or both.  The form is easy to complete and requires basic information about the special needs or disabilities of those individuals that complete the form.

Premise Alert Program forms can be obtained either at the Police Department front desk or the Village of Hanover Park website.  After a form is submitted to the Police Department, it will be forwarded to DU-COMM.  DU-COMM dispatches all 9-1-1 calls for the public safety agencies in the Village and the Premise Alert Program form will be entered into DU-COMM’S computer aided dispatch system (CAD).

Back to TopHanover Park Police Department Implemented a New Initiative Utilizing Area Response Teams (ART)
Release Date:  January 18, 2010

On January 4, 2010 the Hanover Park Police Department implemented a new initiative utilizing Area Response Teams (ART). The new ART initiative is aimed at increasing communication, familiarity and relations with the residents of Hanover Park. The Village of Hanover Park is currently divided up into six policing areas or “beats”. The ART strategy involves the assigning of officers to a specific area of town or beat for a period of one year. In previous years, officers were assigned to an area for a period of six weeks at a time. By assigning the officers to the area for a period of one year, the Police Department is hoping to increase personnel’s familiarity with the unique problems or issues each area faces.

In addition to this change, a supervisor will now be assigned to each area and will be responsible for supervising and working with the area teams to address any ongoing issues or crime occurring in the assigned area.

Residents from each area will also have the opportunity to attend quarterly meetings with the police officers and supervisors assigned to their area. The goal of these meetings is to allow residents to exchange information with police department representatives as well as voice any concerns or questions a resident may have.

The Hanover Park Police Department encourages all residents to visit the Village of Hanover Park website to obtain more information on the ART initiative.

Back to TopHanover Park Firefighter Deployed for Third Tour of Duty
Release Date:  January 18, 2010

Firefighter/EMT John Stallings who works part-time for the Hanover Park Fire Department was deployed with the United States Air Force in January for his third tour of duty in support of Operation Iraqi Freedom. Firefighter/EMT Stallings holds the rank of Master Sergeant and will be assigned to the Bagdad airport where he will serve as a Shift Commander for on-duty personnel operating from the airport’s four fire stations. His two previous deployments were to airfields in Kuwait where he served as a company officer.

Stallings has worked for the Village as a part-time Firefighter/EMT since 2002. He was awarded a Company Citation Ribbon in October 2007 by the Hanover Park Fire Chief for his actions at a vehicle accident with extrication.

Release Date:  January 18, 2010

Hanover Park firefighters Garrett Kody, Larry Anselmo, Peter Rossberg, and John Stallings have completed advanced training and passed the Illinois Office of the State Fire Marshal’s exam to the level of Firefighter III.

Requirements for this advanced certification are Basic Firefighter II, three years of fire suppression duties, a 40-hour Hazardous Materials Operations certification, a detailed practical exam in firefighting techniques, and a written exam.

This training provides these firefighters their first step toward fire officer certification.

Release Date:  January 4, 2010

Through a Congestion Mitigation Air Quality Grant awarded to DuPage County, the Village was able to secure additional bicycle racks at several facilities. In Hanover Park, one rack was installed at Fire Station #2, two racks at Memorial Park at the Mallard Lake Bike Trail, and ten on the south side of the Hanover Park Metra Station. A total of 38 agencies participate in the program including towns, park districts, schools, the County, and the Forest Preserve District. Additionally, if anyone is interested in a free map of local bikeways in DuPage County, they should send an email to Dfagan@Dupageco.org.

As the snow begins to accumulate, the Village of Hanover Park is reminding its residents to clear the area around the fire hydrants of snow. If you have a fire hydrant in front of your house, we are asking you to clear a path from the street to the hydrant. By keeping the fire hydrant accessible, you save valuable time should the Fire Department personnel need to hook up to a hydrant to fight a fire.
