  14. When an applicant is found to be fully qualified, the solicitor permit shall be issued forthwith. If the application is denied, the license fee shall be deemed to have covered the cost of the investigation and shall not be returned.
  15. The Solicitor Permit Shall Be Worn At All Time.

    Sec. 58-389. - Permit expiration.

    All permits issued under the provisions of this article shall expire 60 days from the date of issuance, unless an earlier expiration date is noted on the permit.

    Sec. 58-393. - Entry upon premises unlawful.

    It shall be unlawful for any person, whether licensed or unlicensed, while conducting the business of a canvasser, peddler, or solicitor, to enter upon any residential premises in the village where the owner, occupant, or person legally in charge of the premises has:
    (1) Posted, at the entry to the premises, or at the entry to the principal building on the premises, a sign bearing the words "No Peddlers," "No Solicitors," or words of similar import; or
    (2) Filed a "No Solicitation Registration Form" with the village on a form furnished by the village for that purpose. The village will maintain a "No Solicitation" list of those persons who wish to restrict solicitation on their property by canvassers, peddlers, and solicitors. The "No Solicitation" list shall be a public document, and a copy of the list shall be provided to each recipient of a permit to engage in solicitation. If a canvasser chooses not to apply for an identification card, it will be the responsibility of that canvasser to obtain a copy of the "No Solicitation" list.
  16. Sec. 58-394. - Hours of solicitation.

    No person, while conducting the activities of a peddler or solicitor, whether licensed or unlicensed shall enter upon any private property, knock on doors, or otherwise disturb persons in their residences between the hours of 9 p.m. and 9 a.m.
  17. Sec. 58-398. - Charitable street solicitation.

    (a) Commercial street solicitation. It shall be unlawful to engage in commercial solicitation on any street or highway right-of-way within the village.
    (b) Charitable street solicitation. It shall be unlawful to engage in charitable solicitation on street or highway right-of-way within the village before the hour of 7 a.m. or later than the hour of 6 p.m. during the months of September through March or before the hour of 6 a.m. or after the hour of 8 p.m. during the months of April through August.
    (c) Further limitations on charitable street solicitation.

    (1) The soliciting agency shall be registered with the attorney general as a charitable organization as provided by the Solicitation for Charity Act (225 ILCS 460/0.01 et seq.) and engaged in a statewide fund-raising activity.
    (2) It shall be unlawful for any person to engage in charitable solicitation on any street or highway within the village for more than a period of two consecutive days or more than two such two-day periods a year.
    (3) No vehicles of the solicitors or related to the solicitation shall be permitted to be parked within the village rights-of-way.
    (4) Applications shall be submitted not less than seven days before the requested solicitation event.
    (5) The village reserves the right to impose any condition or restriction on the solicitation to take into account the orderly flow of traffic and prevent interference with official traffic control devices, as determined by the chief of police or his designee taking into account road conditions, accident rates, traffic volumes, or other unsafe conditions.
    (6) A certificate of insurance shall also be provided from an insurance company licensed to do business in Illinois, insuring the solicitors and organizations for liability for damages causally related to an act of ordinary negligence of the soliciting agent. The certificate must state that it shall not be cancelled during the period of solicitation and will provide at least the following coverage:
    Personal injury: $500,000.00 per person; $1,000,000.00 per occurrence.
    Property damage: $100,000.00
    (7) It shall be unlawful to solicit on any highway or street within the village except at intersections where all traffic is required to come to a full stop.
    (8) It shall be unlawful for any individual to solicit on any highway, street, or sidewalk within the village who is under 16 years of age and who is not wearing a high-visibility vest.
    (9) It shall be unlawful for any person to solicit on any highway or street without a solicitation permit.
